Analysis: Why Odisha's Crop and Pulse Yields Fall Below National Standards

In the 2022-23 fiscal year, Odisha saw a huge 47.3% boost in millet production. But the state’s still got some work to do, especially with rice, which is lagging 19% behind the national average. The Odisha Economic Survey (2022-23) spilled the beans on this and also showed a big 61% gap in pulse production compared to the national norm. Fixing these issues is key to ramping up productivity and, of course, helping farmers make more cash.

The report is also all about the Odisha Millet Mission, which has been pumping up millet cultivation and consumption since 2017-18, thanks to some solid backing from the Government of India. Since the mission kicked off, millet production has shot up by a whopping 121% from 2017-18 to 2022-23. Food grain production overall has also jumped, hitting 141.4 lakh metric tonnes in 2022-23, a 24.2% rise from the previous year.

Odisha’s still a big player in rice, coming in fifth in the country and contributing 7% of the nation’s total rice. On the money side, agricultural credit has soared from Rs 8,520 crores in 2011-12 to a staggering Rs 54,717 crores in 2022-23. Plus, the state’s irrigation game has leveled up, with potential expanding from 50 lakh hectares to 69.2 lakh hectares over the past decade.

When it comes to livestock and fisheries, Odisha’s making waves. Meat production rose to 226.9 thousand metric tonnes in 2022-23, up from 216.2 thousand metric tonnes in 2021-22. Milk production also went up to 24.8 lakh metric tonnes from 24.0 lakh metric tonnes the year before. Still, milk and eggs per capita are lagging behind the national average. The plan is to pump up milk production and get the egg game going stronger in commercial poultry.

Fish production hit 10.5 lakh tonnes in 2022-23, with a solid annual growth rate of 11% from 2014-15. Per capita fish consumption jumped from 11.06 kg in 2014-15 to 17.73 kg in 2022-23. Fish exports are booming too, with a growth rate of 11.2%, climbing from 115.6 thousand metric tonnes in 2014-15 to 270.6 thousand metric tonnes in 2022-23.

Even with all these wins, the survey points out that Odisha’s got loads of untapped potential in fish production. The state’s well-positioned to become a top player in fish exports, beating out the competition.
